Why it's insisted so much that Caesar's Legion has zero corruption in its government?

In most of the comparisons I've read against NCR it's said that since NCR taxes caravaneers and have some corrupt politicians the Legion's more stable and less corrupt (more safety due to its extreme anti crime policy), yet I doubt to what degree that can be true: you get a cultist totalitarian dictatorship and you'll tell me no one's corrupt there and misuses the money from taxes? Aren't most of the totalitarian government that have existed way more corrupt than democracies since there's no control at all?

It's said than that "low corruption level" is thanks to the indoctrination Legion's people receive, the extreme punishments and the strong chain of command, yet indoctrination is not an absolute thing and with such an extense territory and worse communication tech than we have now how would they control so efficiently that some region doesn't get affected by corruption (maybe not in a really obvious way - imagine it being ridden with raiders/drug traffickers, but being slowly introduced).

Also can't believe that every time every single Legion soldier reachs a higher hierarchy level all that he'll want is to keep going further in his military efforts, some like that Centurion captured by the NCR won't be that brainwashed and will want to keep their stability and status: let's say some of them get in charge of a non combat area (food production, education, etc), it's natural than some will be greedy and try to get extra benefits from that.

    How do pip-boy maps work?

    Posted: 19 Jan 2020 04:44 PM PST

Playing FNV and I noticed that places that wouldn't have existed pre war are on the map (Faction Locations, NCR camps, etc.), and pre war locations that likely would've been quite busy (Gas Stations, Westside entrances) have the symbol of ruins on them. Is it player updated, and if so why are places like the Basincreek Building and Allied Technologies Offices listed under the same level as the NV Medical Clinic when the Offices are desolate AFAIK?

Do settlements on the east coast raid each other?

    Posted: 19 Jan 2020 02:57 PM PST

Like is their petty warfare between settlements like Goodneighbor and Diamond City where they try to divert or raid the other's caravans. How about in the rural parts outside of Boston, has cattle rustling (stealing brahmin) made a come back.

I sincerely doubt such actions are purely the purview of Raider gangs but I could be wrong.

Was FEV originally involved in ghoul mutation?

    Posted: 19 Jan 2020 09:14 PM PST

I could have sworn FEV exposure was involved with the creation of ghouls in the first game. Am I remembering it wrong or is this a retcon? If they were always "buncha rads lol" then it is really lore breaking for me.

Are Supermutants actually immune to Radiation?

    Posted: 19 Jan 2020 02:49 PM PST

I was looking through the gamepedia's sources on Supermutants, and noticed that the source came from the Master.

The Master: "{171}{Mast28}{Radiation has no effect on us. The FEV virus makes us immune. Your argument is weak, and so are you.}" (MASTER.MSG)

I want to know if there is any other source to be used. As we all know that the Master was not exactly the most authoritative on biology of the mutants.

What about minorities in prewar America?

    Posted: 19 Jan 2020 03:47 PM PST

The fact that the culture of the 1950s endured into the late 21st century raises several questions about the status of minorities. Did segregation ever end? Was homosexuality still considered a mental illness? How common were the chinese camps that we saw in Point Lookout?
