Fallout Lore | Does it stand to reason that more factions than just the Brotherhood, Enclave, and Gunners use Laser Rifles in the FO universe (as seen in New Vegas, FO3 and FO4)?

Does it stand to reason that more factions than just the Brotherhood, Enclave, and Gunners use Laser Rifles in the FO universe (as seen in New Vegas, FO3 and FO4)?
Why does the master look the way he does? He’s not a super mutant,nor is he like any other FEV creature we have seen.
Why is everything retro future 50's themed?
If west coast super mutants either serve the masters army, or used to, and east coast are made by the institute, then with Appalachia how are there mutants? I'm assuming they are before the institute was created/started fev research, are they made by the enclave? Masters army east coast chapter?

I know that by the nature of their order, Brotherhood Members like to use laser rifles. But could it not be assumed that so would NCR Army, Minutemen, and anyone else who could secure production and maintenance of laser weapons and ammo? I always assumed that the (relatively) limited use of laser weapons to only the Brotherhood and Gunners in FO4 and only the Brotherhood in New Vegas and FO3 was a game design choice rather than lore. Is that an accurate assumption, or are laser weapons just so rare that only a few of the best equipped factions of hoarders in the wasteland can secure them?

I've never played fallout 1 or 2 (I'd really like to but they are way to mechanically difficult to figure out for me) and I've been into fallout since fallout 3s release. I've never thought about it up until now, but why does the master from FO1 look the way he does?
