How did Civilisation just collapse entirely after the Nuclear Holocaust?

I was intrigued whilst reading lore from the Nukapedia that the federal government by the time the bombs dropped had already ceased functioning and then was formed into what we know as the Enclave. Because the fact that there was no functioning federal government to continue martial law, the economy running, etc, why couldn't state/commonwealth governments somewhat start a relief effort across most states in an attempt to stabilise the country before the ensuing nuclear winter?

Edit: Added commonwealth since I forgot that America in 1969 created another layer to the legislative structure of the country between state and federal.

Any lore explanation for the nonsense on the H&H Tool Factory terminals?

You know the ones that seem to be two people planning some sexual debauchery? I've always thought that they were actually speaking in some kind of code. Anybody know if there's lore pointing to that?

What happens to non vault human's whi get exposed to fev

In fallout 1 the master is desperate to get unmutated vault dwellers to turn into super mutants for the unity but why does he need them more than regular wastelanders its not that they can't mutate because in fallout 2 the enclave expose the redding miners to it and they were never vault dwellers and they didn't die in fact they became the 2nd generation of super mutants they were less intelligent but I don't see the issue wouldn't they be more loyal to him I mean he already has the lieutenant probably the smartest super mutant ever to help him

How come nothing gets cleaned up?

    Posted: 11 Nov 2019 07:34 PM PST

Is there anything in the lore that explains why nothing gets cleaned up or why everybody seems incapable of actually rebuilding anything? I know lack of resources is an issue but it still seems like more should have been done by the time the games take place.

What's the most we know about non-US countries after the bombs fell?

    Posted: 11 Nov 2019 06:18 AM PST

How did Vault Applicants know when to turn up to the vaults in time to avoid the bombs?

    Posted: 11 Nov 2019 02:25 PM PST

Unless Vault-Tec knew the day of the nuclear war, how would people with a spot in a vault know to turn up on October 23rd? That'd mean everyone in Vault 76 for example, would have to have been warned a while before hand and know to turn up before the bombs dropped, which is even strange considering it's residents are from all over the USA, and strange because Vault-Tec shouldn't know the exact date of nuclear war.

Why is Cezers Legion Never mentioned in Fallout 4

    Posted: 11 Nov 2019 05:20 AM PST

The reason I'm asking this is do to the fact that depending on the ending u choose in Fallout new Vagus the Legion is still around but never mentioned But the NCR is.

Why do I CONSTANTLY see people saying the power armor system in fallout 4 is “closer to how it’s ALWAYS been” if you ever played fallout 1 or 2 you know this is blatantly wrong?

    Posted: 11 Nov 2019 07:21 AM PST

I see this about everyday on the fallout subreddit and the fallout lore subreddit when someone mentions power armor changes.

Fallout 3 and new Vegas is much closer to how power armor has always been depicted.

Evidence 1: in fallout 1 and 2 power armor doesn't make your character any bigger, which they could've easily done by scaling you up to super mutant height. Sure it would take some extra hours of art and animations but my point is that it could be done relatively easily if that is how they chose to show it.

Evidence 2: WE SEE FOOTAGE OF A POWER ARMOR SOLDIER EXECUTING A CANADIAN CIVILIAN. And it looks exactly how power armor looks in fallout 3 and new Vegas. It isn't a giant mech suit like it is in 4, but it is a suit of Powered Combat Armor. Not a literal "walking Tank"

Evidence 3: we find enclave advanced power armor in a locker, a giant mech suit wouldn't fit in a weapons locker .

Evidence 4: we see a few power armored talking heads, and again they are the same size as a regular Person and look exactly how power armor looked in 3 and NV not 4

So yeah can we stop spreading this around? It is literally not true at all. You can easily learn this by playing the classics that power armor, called powered combat armor is the size of normal armor just a little bulkier and a lot more durable. It was never ever shown or said to be a giant 7 foot tall 10 foot wide mech suit.

Based off all the lore I've seen and playing every fallout game, I believe with the utmost certainty that power armor is depicted as it was meant to be and always visioned the original devs to be in in 1,2,3 and nv. And it is simply a suit of powered combat armor as numerous people call it in game.

It is just us army combat with more protection and running on fusion cells in order to enhance the users strength and provide radiation resistance etc.

Fallout 4 power armor was a retcon do go gameplay mechanics and new artistic vision y'all. No way around it. It's not how "it's always been" or how "it was meant to be in fallout 1 and 2"
