What was/is the true intention of Vault-Tec with the vaults?

I understand the width of the question, but let me be more precise: To put in practice the scientific/social experiments of the vaults, Vault-Tec would need to be certain about the nuclear holocaust and, by that, take advantage of the lack of any governmental authority or law enforcement agency to stop them or intervene with the isolation of thousands of people in the vaults. With that in mind: 1) Am I wrong about any of these assumptions? Do the connections that Vault-Tec had with the government were deep enough for them to execute the experiments even without the nuclear war? 2) In any case, what's with the estimated time of experiments being calculated in decades, even centuries? How far would Vault-Tec be willing to go to produce data? And what would they do with that data? Sell it? To whom? 3) Was Vault-Tec working with projects to a nuclear conflict on a smaller scale that could result in an economic/environmentally crippled society, deprived of any kind of government, but with structure and people enough to became the market for their products, by-products and said data resultants from the Vault experiments?

I've played every major Fallout title for years and never quite understood much of these questions.

Just how heavily industrialized is Caesar's Legion?

Does the Legion have manufacturing capabilities? Just how do they print their coins, make their weapons and refurbish their armors?

Shem Drowne’s sword and “Fear Not”

    Posted: 11 Dec 2019 09:45 PM PST

Though Devil's iron makes this Blade, only he who wields this can make it wicked. -Drowne

That quote was from the note labeled "Fear Not", which can be found on Shem's skeleton after digging up his coffin.

My first question being: who is Shem Drowne?) My second question being: What does "Devil's iron" have to do with the sword and it's effect?- it's radiation damage.

Does anyone here have a vague idea of who this guy is and how devils iron relates to the sword? Maybe it's atom, or maybe Shem was just insane, any ideas?

    Vault Experiment Continuation

    Posted: 11 Dec 2019 11:46 PM PST

Is there any explanation given why the Vault Tek employees continued to fuck with the inhabitants, even after the nukes went off?

Surely, most would have realized that it would be best to look out for themselves first, and to try and survive.

I know some vaults were never intended to last longer than a few years; 111 running out of supplies for the non frozen members comes to mind.

There are several examples of the vaults just continuing testing as is, until everyone more or less died or was doomed to die.

Did Vault Tek exclusively hire suicidal sociopaths as their employees? Really really good brainwashing?
