How did Shady Sands manage to annex the entire map of fallout 1?

I've read something about the raise of a sentiment of being californian, like the explanations about the unifications of Italy and Germany. But why was Shady Sands the center of New California? Why not the Hub that was way more powerful? And the other cities like Junktown or Adytum just sold their independence for the feeling of being californian? I don't know, that doesn't convince me.

Why were there different models of Pip-Boys in 2077 all around the United States?

Shouldn't there have been only one model that is up to date?

Is it safe to assume that the BoS had lost contact with any other chapters in FNV

As they need to connect to the radio masts on black mountain just to scan for NCR forces, Is it safe to assume that the BoS had lost contact with any other chapters in FNV? Otherwise they might have called for reinforcements and lifted the lockdown.

Prior to Fallout 3, was there stated lore that the Enclave was only in the West?

    Posted: 26 Jul 2021 05:23 PM PDT

Obviously, their main base was the Oil Rig with Navarro as a refueling area. I see some who claim to be loreheads say "Bethesda retconned the Enclave by having an East Coast chapter" but I'm not turning up any evidence that the Enclave was exclusive to the West. AHS-9 says that they have multiple bases in California, so they're not just, you know, in Navarro and the Oil Rig even in 2.

I thought maybe they said something in one of the Bibles, but again, I'm not turning anything up. Maybe my Googling sucks.

There any Prior-to-3 lore that was actually broken or is the argument entirely salt?

Limits/ effects of FEV mutations? Can you keep mutating with more exposure?

    Posted: 26 Jul 2021 11:38 PM PDT

Known ceiling for strength, speed, muscle, and bone growth? (Frank Horrigan killed deathclaws unarmed and Behemoths are living giants that take high ordinance like fatmans to kill or do any meaningful damage.)

    Stimulates psionic awakening?

Aside from merging living creatures into chimeras like centaurs and fusing with machinery like The Master what else can FEV do or not do? Any drawbacks or negative after effects aside from sterility?

Could say a supermutant keep exposing itself to FEV to gain more mutations and power?

What is the mission and current vision of the Institute?

    Posted: 26 Jul 2021 11:42 AM PDT

So the institute always intrigued me and the fact the current director (spoilers) is your son gives you an emotional connection to the institute. I understand the basics but I don't understand nor do I think it's explain why things like kidnapping and replacements with Synths are happening. Or why the institute basically has put all their resources to Synths to the displeasure of some members of the institute. Also why give the Synths free will is that just seen as unfortunate design flaw. If someone could explain the institute mission briefly under prior administrations, heavily under Father, and what the best case scenario for the Sole Survivors Administration based off in game clues like the radio speech, pipers article, Mama Murphy's Vision, etc.

Does the NCR have a welfare state?

    Posted: 26 Jul 2021 02:32 PM PDT

It has over 700k people by the time of Fallout 2 (40 years before New Vegas so it's probably closer to, if not, one million by that point). It also has very high taxes which begs the question of what all that tax money is going towards (besides defense and infrastructure).

In the wiki, it's stated that it has a free market economy but you can also hear people griping about burdensome regulations and the aforementioned high taxation. The NCR is often said to have the best healthcare in the Wasteland but as far as I can tell, there is no government-provided healthcare outside of the military. Is there a possibility of other forms of welfare like the grain dole from ancient Rome or perhaps a more modern example like unemployment insurance?

Maybe it's just my modern Western sensibilities applying modern standards to a post-apocalyptic scenario but it seems odd to me that a functioning democracy with hundreds of thousands (millions?) of people would have no social safety net system.
