    Is there a higher troop than the ranger (NCR)?

    I know the rangers are the elite fighting force in the NCR but is there a higher tier of fighter or special unit like the secret service in the NCR?

    What Happened in Baja?

    Later on in New Vegas, NCR Troopers can be heard talking about how "The Ranger vets are on their way from Baja", coming in to reinforce the region.

    Why was the NCR's most Elite troops down in Baja?

    If you speak to Chief Hanlon, he briefly discusses this with you:

    "President Kimball ordered our most experienced rangers to chase ghosts down in Baja."

    And then if you ask him about it further he responds with:

    "It's complicated. Goes way back. I told President Kimball that we need more rangers here. He accepted that, but took the most experienced ones and sent them south. Patrol rangers are good men and women, but we're about to fight a war."

    So what's going on in Baja?

    'Ghosts' sort of implies a non-entity. Something that doesn't really exist. It could also suggest perhaps something that used to exist, like maybe the BoS, Enclave or Mutants maybe?

    Saying that "It's complicated" and "Goes way back" does sorta add some gravitas to it though. Suggesting that it's something worthy of that increased firepower to get it sorted once and for all, as it's been going on for quite some time apparently.

    I read up something about raiders causing some trouble in Baja? Must be some serious raiders then if the NCR is willing to send its best to deal with them, particularly considering that the Fiends are directly threatening NCR's primary base in Vegas.

    This decision also undermines Kimball's campaign for Hoover Dam, possibly showing that the war out there isn't as dire as it is somewhere else. Why would he see fit to send soldiers that far away from the frontline, especially when it hurts him?

    Given what New Vegas tells us about the NCR though, incompetence is certainly within NCR fashion. So it's possible that somewhere down the line, someone overestimated a threat and the NCR over-compensated.

    It obviously wasn't that much of a threat, because otherwise the NCR wouldn't make a U-turn, sending them up north toward Hoover Dam.

    And this isn't one of Hanlon's ridiculous fake reports, as Hanlon himself wanted them in Vegas.

    Even if it wasn't meant to be a big thing, I do kinda enjoy the mystery around it and im glad that Josh Sawyer didn't give it up and tells us exactly what was going on.

    What is the deal with the Ghost people in fallout NV: dead money dlc

    The ghost people are probably the hardest to explain creature I have encountered in fallout, especially with the fact that they are semi-immortal. Can someone explain how they came to be.

    I know there is one in i believe F2 but for goodness sake is there just not a functioning car? Your telling me the NCR can make vertibirds but not a driveable car.

    If there's engineers for vertibirds why the hell not cars.

    What factions or organizations could compete against Tunnelers?

    Every time I think about these things I can't see any one faction being able to stand up to Tunnelers from Lonesome Road. Someone (maybe Ulysses) mentions that they are slowly expanding and that the Mohave doesn't stand a chance. The more I think about it the more true it seems. So could any faction really stop the expansion of these?
