In New Vegas I remember being limited to every equal number... so, was this just some kind of fluke (got perks on levels 2 and 3 so far) or do I really get perks on every single level?

I know I can use almost perfect but I don't know when or how that perk unlocks. I haven't played in some years and my goal is to get permanent 10 in all SPECIAL and permanent 100 in all skills. I'm willing to do glitches like abuse that one flamethrower raider in Bethesda Ruins for his skill book btw. It possible to achieve this goal of mine? If so, could you please guide me?
