Is it Possible for People in the Fallout Universe to Have Special Genetic Traits

For example, the Vault Dweller from FO1 seems to have a natural knack for combat and survival. They also seem to have strange luck which makes them a magnet for quests. Luck seems to be a quantifiable natural force in the Fallout universe anyway. Seeing as the Chosen One also seemingly had innate combat and survival abilities as well as similar luck when it came to encountering Quests, is it possible that innate abilities as well as luck can be inherited by offspring?

The Institute, how does education work for them?

In Advanced System, one scientist states to the Sole Survivor that "everyone is a doctor here". But, to be a doctor, you need a PhD, which mean years of studying. How does education work in the Institute? Is it ever talked about?

Why do those who know of the BoS in the commonwealth have a bad opinion of the BoS before the events of fallout 4

    Posted: 22 May 2021 08:50 PM PDT

People like nick and piper who are investigators in their own regards have a very distasteful view of the BoS and piper even calls them the "lesser evil" but why? I know the BoS in Boston are shown to do some questionable things such as forcing crop workers to give them food. But what exactly could've given them such a bad reputation to those who know of the BoS In the commonwealth prior to even coming to Boston
