What's up with those straps on some Super Mutant heads?

In Fallout 1 and New Vegas you can see the upper lips of some mutants being held open by straps in either a permanent overbite (FO1) or snarl (FNV). Exampes are Harry, the Lieutenant, Neil, Lily and every Nightkin or Mutant enemy in FNV.

What's up with that?

I just saw a video of an outcast patrol using a sentry bot. So I was wondering whether robots are widely used by the factions? What's the legion's standpoint on robots? What about the BoS and NCR? Do they incorporate robots as part of the military during patrols and guarding duties. Are robots used in civilian matters in the NCR?

Edit : Found this on the wiki about the legion.

A natural consequence of this is the emphasis placed on personal sacrifice. Victory cannot be achieved without sacrificing blood and life. To this end, the Legion shuns robots, as they firmly believe that mankind requires warriors and their sacrifice, rather than gadgets that allow for bloodless victories.

Why doesn't the brotherhood of steel wants to restore the nation? Why don't they want to restore order and unity. Under a single flag like the NCR. What's their motive? They want to keep the technology safe but they're the remnants of the military. They could form a new nation and unite people and protect their new america. Why doesn't maxon wants to form a nation and protect and govern it's citizens? What's their goal long term? What do they want?

Where do they get their fusion cores? In fo76 you can craft fusion cores with materials (flux) from nuke zones. Fusion generators aren't common although in fo76 you find a few. How do they get so much fusion cores? In fo76 they do not last that long though.

Does anyone know if everything was nuked at once? Or is china still normal, and America just got nuked. Is there any evidence of China getting nuked?
