Does Institute expect the surface to become ferals ghouls in long term ?

I was shooting ghouls with the Institute follower, and he said something like : "This is what will happened to all surface people" (not playing in english, it sounded ambigus).

He was talking about the shooting or about becoming ferals ghouls ?

It's strange because he is the only one talking about it.

Why does the West coast seem to contain more non-English speaking tribes than the East coast?

    Posted: 01 Sep 2020 11:52 PM PDT

It seems the Bethesda kinda lazed out with the East coast and just went yeah everyone lives in towns and does normal stuff, but on the West coast/Westward there's a lot of primitive/isolated tribes complete with their own culture and language, is there a reason there isn't any notable ones on the East coast?

What exactly were the Enclave stationed at the Oil Rig doing between the Great War and the events of Fallout 2?

    Posted: 01 Sep 2020 03:34 AM PDT

Between the events following the Great War, the events of Fallout 1 until the beginning of Fallout 2, the Enclave doesn't seem to be doing anything outside of Control Station Enclave (Poseidon Oil Rig). I think the Enclave would've had a better time taking over the Wasteland before, during or a little bit after the events of Fallout 1.

How is there an Ancient Temple in the start of FO2?

    Posted: 01 Sep 2020 11:26 AM PDT

So this may have been covered but how is there an ancient temple in Southern Oregon in a post apocalyptic setting? Like I assume Arroyo built it but why, I mean it is pretty large and seems like a waste of materials?

Would it be possible to upload a human mind or consciousness into a synth body?

    Posted: 01 Sep 2020 05:10 AM PDT

And if so would this make said person immortal in a sense? Only asking as we know a sentient Miss Nanny robots mind can be uploaded into a synth body

Can mongrels reproduce? Or are they like ghouls?

    Posted: 01 Sep 2020 10:11 AM PDT

I don't remember where, but for some reason I seem to have heard or read something about mongrel puppies. The simple explanation is that they could be ghoulified dogs, ergo the ones we see are both pre-war and post war mongrels but I'm not entirely convinced. There are also a bunch of mongrels used by raiders and other groups, and the injured one you find in a random encounter. Anyways any additional viewpoints or answers would be greatly appreciated if anyone sees this.

Why does Vault 21 use the Pip-Boy 3000?

    Posted: 01 Sep 2020 02:32 AM PDT

If Vault 76 uses the Pip-Boy 2000 MK VI what lore explanation could be used to explain why a vault which is 55 places behind Vault 76 uses better technology?

(I know it's likely because of the small time-frame New Vegas was created in, but what fanfiction reason could be provided that could still be considered lore-friendly?)

Why NCR Troopers should defeat most factions

    Posted: 01 Sep 2020 02:34 AM PDT

Here's one thing I've noticed. Most people in New Vegas carry pistols, repeaters, shotguns, smgs etc. There definitely some NPCs who carry long range weapons like hunting rifles, other assualt rifles, or energy weapons: but they are usually outnumbered by the guys who carry the short range firearms. (Some factions are exceptions to this like the brotherhood).

The thing is; in game most combat is short range but in real life the Mojave isn't that mountainous and desert combat tends to be extremely long range. The ar-15 the NCR uses is issued to almost every solider and has a range of 500 meters; most guns I listed only have about a fifth of that. That gives the NCR a massive advantage; as they can kill their enemies from a greater distance while only worrying about the handful of enemies that have guns that can shoot back. There's a reason almost all armies prefer rifles.
