    Are there any cities/communities that have come back from ruin into some type of normality? I know there's the covenant in Fallout 4, but they're all there for a reason. I mean, is there a community like Diamond City that resembles a community from the pre-war era still out there?

    Floaters on the East Coast

    In Fallout 76 we find that floaters have sprung up in the region and have established themselves as another hazard to the player. My question is about what happened to floaters after fallout 76? There is concept art for them in fallout 3 but they never had an appearance in fallout 3 or 4 implying that they may not exist on the east coast. So do floaters die out in Appalachia at some point after fallout 76 or do they live on across the east coast but we just don't see them in other games?

    Is Sage from Fallout 76 a psyker?

    For those who don't know, Sage is a minor character, a former raider and cultist who shows up in a side quest-line, periodically giving information and tips through riddles. He's also mentioned to heavily partake in chems.

    If this description sounds familiar, it's because it's near identical to Mama Murphy from Fallout 4, who also gains some sort of foresight by taking chems. As far as I know, Mama Murphy is considered to be a psyker.

    Being as Sage doesn't actually see the future (like Murphy does), just give prophetic tips (tips that he had no idea about realistically), is he considered a psyker or just someone who moves the plot forward and coincidentally happens to be a junkie?

    Does Covenant Security Armor explain the lack of Vault 111 Security Armor?

    So we know that Covenant has a couple of ties to Vault-Tec. From memory, Covenant Security Armor is essentially a dyed version of Vault-Tec Security Armor and the SAFE Test is essentially the GOAT test from Fallout 3.

    We also know that Vault 111 Security Armor existed in universe (obviously) since it was present at the beginning of FO4, but it mysteriously is not present when the Sole Survivor is unfrozen. Now, this was of course a balance decision on the part of Bethesda, but I do wonder if it is possible that the lore explanation is that Covenant, shorty after its founding, acquired the Vault 111 Security Armor by sending a team to Vault 111. Perhaps they had found out about the GOAT test in Vault 81 but, being that Vault 81 is so cautious regarding outsiders, they were unable to get access to the full thing. So they decide to head to the little known Vault 111 to see if the GOAT test is stored anywhere on Vault-Tec's computers. They get there and find armor that they can use for the settlement.

    Even if they didn't get the GOAT test from Vault 111 (Vault 111 probably didn't even have data on it because it was never intended to be used), it may be possible that they got the armor from there and came across the test some other way and then used it as a basis for their SAFE test.

    They are Samuel, Mortimer and Smiley infiltrated agents of the secret service?

    They appear after the assault on every major settlement, and Smiley openly says to buy his gold so we can buy the Vault 79 gear, and Mortimer is not comfortable being between raiders.
