In Fallout 3, they were the heroes (besides the lone wanderer). Only 10 years later, in Fallout 4, they're gone and replaced by Maxson. What happened to them?

Why aren’t Institute Super Mutants as Intelligent as their West Coast counterparts?

I know that the reason there are intelligent West Coast super mutants was because The Master tried to perfect them to be the next generation of humans. But how come the scientist of The Institute were not able to create intelligent super mutants as in the west coast? They have the capability because of the creation of 3rd Generation Synths.
