Why is power armor so different between 3 and 4?

How resistant is Legate Lanius' armor to gunshots?

If you look really close to his armor you can notice bullet holes on it, which means he slain quite a lot of opponents armed with firearm and remains alive and kicking. He refuses to use ranged weapons, so his weapon is only his fists and greatsword. Obviously nobody is a match for him in a melee combat due to his skills, enormous size, brutal strength. But it also makes him easier target for a firearm. How could his armor handle gunshots and keep him alive? Are his steel plates reinforced in some special way?

How does the ranger armor outfit fit into established lore

It's obviously black armor/ncr ranger combat armor not LAPD riot armor. Was there an oversight or did they retconn black armor?
