Why does the NCR not use shotguns extensively against the legion?

As I walk through the Mojave and talk with the local forces of NCR I find myself puzzled with the lack of shotguns they use if they even use them at all. If the legion is almost all about that melee combat then why is the NCR not all about using shotguns?

It's not like shotguns are a rare or expensive deal. If the NCR can give a service rifle to almost every trooper then surely they can hand out at worst one hunting shotgun to every trooper squad, right? Unless ofcourse hunting shotguns are apparently a lot more expensive than I think.

So what is it? Do NCR just hate shotguns or is there something more here?

Why do supermutants use miniguns as weapons?

In a post-apocalyptic world, especially, isn't that super wasteful of ammunition?

    Legion exhausts ammo first.

I see a lot of people talk about how the legion are great in close quarters combat. But if any legionnaire has a gun with ammo they shoot first. Only after exhausting ammo do they pull whatever melee weapon they have. By this time they usually have a pretty good distance established by their enemy especially NCR who usually retreat why firing. They then have to close the gap and are cut down as they attack. Seems like a flaw in tactics.

    Why Does FEV make cannibals?

Why do super mutants want to eat people? In the capital wasteland it's pretty much a 50/50 if they eat you or dip you, and in the commonwealth the super mutant tribes can't make more of themselves and the institute won't make more so they usually just eat people for food and maybe get them to fix small and delicate tech like terminals and radios. Centaurs, wanamingos, floaters, etc will eat just about anything. But in 76 blackburn goes from just wanting to kill you to wanting to eat you in just a few minutes.

What even is the Lonesome Road?

    Posted: 12 Aug 2021 01:40 PM PDT

Now I'll be honest, I have a bad habit of skipping dialogue. Ulysses talks ALOT and it was really boring me to death. I played through it and yet I still have no idea what happened, how the courier was involved, who Ulysses is nor why he's so obsessed these damn bulls. Someone please explain

Edit: Thanks everyone, I think I've gotten the important things down.

Are there still factions or communities (other than the enclave) that see themselves as americans?

    what happens to san francisco?

    Posted: 12 Aug 2021 10:04 AM PDT

after fallout 2 its unclear what happened to city, one account states it was destroyed in a revenge attack by the enclave and another states it prospered as a settlement. however its unclear if it was annexed by the ncr. the ncr has expanded further north and further afield so its likely they have reached and at least tried to bring the city into the ncr, however I doubt the shi would appreciate being a part of the republic, but I don't see them starting a war with the government, if they did it would have been probably mentioned. there is one clue that implies that the city is under some level of control by the ncr, hsu is ethnically chinese and is from san francisco, which implies he could be of shi heritage, which means that the city and the shi are somewhat incorporated into the ncr. personally I think that the city might have been incorporated into the ncr, however the shi districts could be a kind of autonmous region where the shi live and maintain their culture in exchange for cooperation with the ncr, or else the city has been fully integrated into the ncr and shi only exist as simply an ethnic enclave and nothing more.
