What are east cost caps backed by?

In fallout 1 we learn that bottle caps on the West coast are backed by purified water since it's valuable and reasonably rare according to the water merchants, this is different in fallout 2 since there are various different currencies but all of them are backed by something (NCR dollars are backed by gold, new reno chips can be gambled, and pay script can be exchanged for either currencies). But in fallout 3 caps are still used, but why? They don't appear to be backed by anything despite the capital wasteland having a booming trade economy with thousands of caps being exchanged, fallout 4 is similar with caps being used frequently also not being backed by anything. So what gives this currency value? Clean water is rare in fallout 3 but after the wanderer beats the main quest purified water is made common and distributed by the brotherhood putting them in charge of the economy if its backed by water and devaluing or increasing the value of caps at the will of the brotherhood. So it wouldn't work and flop and clean water is common in fallout 4 so what would or what could these caps be backed by?

Why does every bathtub and toilet you come across look like they haven't been cleaned in 200 years? Especially in motels and settled houses where you can always find Abroxo cleaners, is dying of thirst that much dangerous than say, maggots growing on your feet?
