    NCR Reputation bug?

    So I randomly got the motivation to start another New Vegas run the other day, I was role-playing as a sort of NCR-aligned, chaotic good, character. I took the NCR Correctional Facility back for the NCR, helped the NCR take control of Primm, did all the side quests at the Mojave Outpost, completed the "We Will All Go Together" quest at Camp Searchlight, and have killed every Legion dude on sight (including Vulpes Inculta at Nipton), and yet I still have neutral reputation with the NCR? This is a problem for me because when I usually do a NCR run, I go to the REPCONN Facility to do the side quest over there, but I can't go in there now because I only have neutral reputation with the NCR. I could be wrong, but I seem to remember there being a reputation check that you could pass in order to be let in, maybe I'm wrong?

    NOTE: I haven't been wearing any disguises, so I know that's not the reason

    Speculations and rough estimations are totally and completely acceptable. If there was reference or mentions in the dialogues in the game, that'd be even better.
